Please comment if the Block Diagram in the 74HC595 Datasheet is erroneous.

The block diagram is correct, and agrees with the timing diagram.

The flip-flop has two outputs, the normal one and the inverted one, which are connected to the Set and Reset inputs of the latch.
The inverter for pin 9 takes its input from the inverted signal, so the serial output is not inverted.
