SN74AUC34: Vcc bypass capacitors, unused inputs, unused outputs, and pull-up or pull down resistors and calculations

I am using the TI part SN74AUC34 for fanout.

What I am trying to understand is what kind of input bypass capacitance should I use on VCC?  Is a 0.1uF cap enough?

Also the data sheet mentions that the unused inputs should be tied to Vcc or to GND. Is there a preference as to which one and if so what is the reason?

Also how should I handle the unused outputs? Float them?

I read through the document mentioned  in note (1) on page 2 of the data sheet (TI application report, Implications of Slow or Floating CMOS Inputs, literature number SCBA004) and it seems like I have to complete some detailed analysis to determine exactly what value resistors need to be used given my Vcc; does TI have an online calculator tool that will simplify the analysis?
