VCCA is 3.3V and VCCB is 5V. Can I connect VCCA directly to OE pin with a pull-down like is done in the figure attached below?

Ok, but, in the datasheet R1 is recommended. Is there a problem to maintain it?
The datasheet says:
To ensure the Hi-Z state during power-up or power-down periods, tie OE to GND through a pull-down resistor.
If you do not need the Hi-Z state during power-up or power-down periods, you do not need a pull-down resistor.
Leaving R1 in just wastes (a little bit of) power.
