SN74LVC2G07: Why we define 10ns/V here?

our datasheet says the device's rise and fall time can only be smaller than 10ns/v. But the customer's current test results are rise 53.3ns/V, fall 60ns/V. Could you please help check whether it has risks here? Why we define 10ns/V here? Thanks.
