1.Is it automatic? Low voltage (3.3)  high (5V) or high (5V)  low (V) is OK

2. Then B portA port or B portA port, how to set its OE pin

The translator is always active in both directions. The output drivers are deliberately very weak to allow the other devices to override the voltage level.
