TM4C1294NCPDT: ethernet forced 10Base full/half duplex fail to connect to router

To whom it may convern,

 I am using ethernet of TM4C1294 internal PHY, I verified that my ANEN/ANMODE register setting are same as the datasheet table 20-20 and 20-21, but I found that forced 10BaseT half duplex and full duplex never connect to router. auto-negotiation mode always work, I tested with 5 different brand routers TP-LINK/DP-LINK/MikroTik/Netgear, results are same.

we have to use 10BaseT half duplex mode in some special case, so I set MR4 register=0x21, ANEN=1,ANMODE=3, by this setting, the TM4C129 only advertise 10 BaseT half duplex in auto-negotiation process, which make it connects to router in 10BaseT half duplex after auto-negotiation. I verified with routers, it seems to work as I thought.

would you please advise

1. why the forced 10BaseT half/full duplex mode fail connect to router?

2. is my method of setting the TM4C129 to advertise only 10BaseT half duplex correct? can this method force the TM4C129 always connects to 10BaseT half duplex? thanks.
