Which version of CCS are you using?

There is a problem with CCS 10.4 where the APP Center downloads failed with "URI: Illegal character in scheme name at index 0" errors" - see CCS App Center Install Failed. I'm not sure how many other CCS versions are affected.

https://sir.ext.ti.com/jira/browse/EXT_EP-10556 was raised for the above issue, and has been fixed in CCS 11.1

Just checked with CCS 11.1 under Linux, and was able to download the PRU compiler v2.3.3 from the APP Center.
