TMDSEMU200-U: Can't find the device connected to the TMDSEMU200-U

I have asked the following questions before.

I finished wiring and tried to control from a PC, but I can't find CC1310 using either SmartRF Studio 7 or Flash Programmer2.

The wiring is as follows:
nTRST, TDI, TMS, TCK, TDO are connected to the corresponding points.
VTRef is connected to the voltage supply section on the chip side, and GND is connected to the same location with the chip and probe.

First, I used an oscilloscope to check the situation.
The connection at the time of confirmation is:
PC → TMDSEMU200-U → Conversion connector (20eCTI-20tARM)

When I connected each pin to GND (pin 20), nothing came out with other pins, and it was about 3V with pin 4.

So the question is:
1.  1. I think that "ARM 20-Pin" in the pin assignment table of the following URL that was previously announced is correct, but what is the cause of the above?

2. Please tell me the software and procedure required for writing and controlling from a PC.
Now, the software recognizes "XDS200", but the device connected after that is "Unknown".

3.Are there any non-converting pin assignments offered by Blackhawk? Or is it "Compact TI 20-Pin (CTI)"?
