In C2000-CGT-19 we can find the latest version is 20.2.6, release date is 21 Jan 2022. This release date is later than the latest version of C2000-CGT-21(05 Jun 2021).
I would like to understand C2000-CGT naming rule, where can I find this information please?

If my customer would like to use latest version of compiler, should they determine by release date or CGT version? If we say below two compilers, which one should my customer use please?

Latest version of the compiler is 21.6.0.LTS.
Release date and CGT version should match. I just looked at
https://www.ti.com/tool/download/C2000-CGT-21#previous-versions
There were some bug fixed in 20.2.6.LTS. You can review the release note at:
https://software-dl.ti.com/codegen/esd/cgt_public_sw/C2000/20.2.6.LTS/README.html
It is recommended to use C2000-CGT-21_21.6.0.LTS compiler. If the customer has already late in development cycle and do not want to switch to a new compiler series, then they can pull latest from that series:
C2000-CGT-19_20.2.6.LTS.
