Are the 3.3V and 1.2V LEDs turned on?

Hi,   3.3V is OFF & 1.2V is ON

On Connection of 5V 3A Power Supply of Adapter, 

LED's : DS5, DS3 & DS2 is ON

and DS4 is OFF

For Reference check this :

DS5 : 12V

DS3 : 5V

DS4 : 3.3V

DS2 : 1.2v

To power up the MCU, both 3.3V and 1.2V are required. 

Can you please check the voltage level of 3.3V and 1.2V at TP20 and TP15?

We have connected adapter 5V 3A Adapter to TMDS570LS31HDK Evaluation Board and found:

TP20 with respect to TP5 Ground : 1.08 V

TP15 with respect to TP5 Ground : 0.9 V

Hi Sid,

Both core power supply and IO power supply are too low. Your core power supply is 0.9V, the valid range is 1.14V~1.32V. The valid VCC range is 3V to 3.6V.

The regulator (5V to 3.3V) doesn't work as expected.

             Whats other way to power up MCU, flash the code and debug on this board TMDS570LS31HDK.

1. You can ask your Lab technician to replace the U39 (5V - 3.3V regulator). The part number is TPS73733QDRBRQ1

2. or you can provide a separate 3.3V t HDK board
