Hello Hideaki-san,
Internal pull-up can be used to hold a valid logic high level if no PCB signal trace is connected to the ball.
Table 6-1. Pin Attributes shows that each of these pins are listed as "On / Off / Up" during and on reset which means 'RX buffer enabled, TX buffer disabled, Internal Pull-up enabled'. So on reset they will be pulled high and therefore can be left unconnnected if unsed.
See Section 6.4 Pin Connectivity Requirements of the Device Datasheet for further details on the recommended connections.
