We are having issue while we wanted to use the both the uart ports, when it connected to the CC2662 Rx line always high and there will be no data but if we remove the connection and we can see the output daat from the cc2662. It seems TMS 570 Rx pin having the issue but how to verify? do we have any sample application to check UART?

There should not be any issue with TMS570 Rx pin.
By the way, you didn't mention which SCI UART you are testing?
Did you properly enable pin functionality in PINMUX table?
