What is the difference between HALCOGEN and Sysconfig?
and what is the best choice for developing software between them?
ps. I installed the HALCOGEN and it is released in 01 Jan 2019.

What is the difference between HALCOGEN and Sysconfig?
They both will generate the driver level code but for different series of controllers.
For Hercules controllers (that includes TMS570LC4357), we have to use HALCoGen only for driver level code generation.
On the other hand, dome other controllers like MSPMx, AM2xx etc. will use the Sysconfig for their code generation.
and what is the best choice for developing software between them?
There is no choice, if you are trying to develop your application on Hercules controller then you should need to use HALCoGen only.
Is it continuously updated?
There is no continuous update on HALCoGen, at the same time there won't be any issues with this tool.
