I have the launchpad specified in the title and a custom board using the TM4C123GH6PM, and would like to debug it using the ICDI/JTAG interface of the launchpad, but I couldn't make it work.
I tried simple actions, like checking the flash memory and reading user registers using LMFlash and UniFlash, but the only thing I could do was running the unlock sequence.
Is this setup supported, or I really need another hardware to debug the TM4C123GH6PM?

You can use the TM4C launchpad as a debug probe to debug your custom board. Please refer to this app note.
Very true - that. ("cobble job will come close to a proper one in cost")
Yet - perhaps of even more importance - will that "cobble" hold-up - perform robustly - and last long enough so that you may complete your development?
You'd do well to consider a "real" JTAG/SWD Pod (J-Link) available via "educational discount" from Segger. (which is not "crippled" as are those here - & confined to "one & only one" vendor's devices.")
