This specific issue is about the ordering of the lines in the .dil file changing while saving and re-saving the project within a single version of HALCoGen. (4.07.00 in this case.)
In addition to this issue, we've noticed that when we update from one version of HALCoGen to a newer version of HALCoGen, there is a tendency for the .dil lines to get re-arranged. Maybe these two issues are the same. Maybe they are different.
From our point of view, any re-arrangement of content lines is problematic, for whatever reason. Our HALCoGen control files are checked into source control. When they change, we need to understand why they've changed.
When we update to a new version of HALCoGen (and, in general, we would prefer to stay up-to-date with HALCoGen versions), we need to understand what that impact is. When the ordering of lines have changed around we need to go through the effort to determine which lines have actually changed their content, and which lines have only changed their position.
