I will suggest you use the eflash.exe or reference the source code to create your own if you don't want to use the LM flash programmer. The source code can be found in <TivaWare_Installation>/tools/eflash

How long did you wait? The MCU client will send the BOOTP request but if the server didn't respond the client will first wait 1 second before repeating the next request. Each time the server didn't respond, the client will double the wait time from 1s, 2s, 4s, 8s and so on. If you have started your MCU client many seconds ago before you start the eflash, you may need to wait a while before the client repeats its next request.

Did you get the LM flash programmer to work to download your .bin file? The eflash is just a command-line based program of the LM flash programmer for Ethernet download.

 I just did exactly as you did again and I can see the .bin file getting downloaded to the flash.

 1. In LM flash programmer load the boot_emac_flash using ICDI

 2. In LM flash programmer first change the interface to Ethernet in the Configuration tab and supply the IP and MAC address of the client

 3. In LM flash programmer in the Program tab, supply the boot_demo_emac_flash.bin file and hit the program.

See below. After I hit the Program button the download will start and it indicates 42808 bytes of binary image. The boot_demo_emac_flash is a blinky program. You should also see the LED blinking once the .bin is downloaded to the flash and running. I'm using the LaunchPad board. If you are using a custom board, can you first try with the LaunchPad board? 

Another thing is if your wireshark is running on the same subnet as the client?

The eflash also works for me.
