TMDSCNCD28379D: Unable to access device register

Hello,

I have a new TMDSCNCD28379D control card R1.3. I am the first time user for TI tool set and the control board. I have created the workspace as mentioned in quick start guide. However when I click the debug button, it is giving error as 

IcePick_C_0: Error connecting to the target: (Error -2131 @ 0x0) Unable to access device register. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK). (Emulation package 9.8.0.00235) 

Can you please help me to resolve the error, this issue occurred on first use of the board.
