In the design that I'm working with, the current sense can put out a value corresponding to +400A at 5V to -400A at 0V.

For the "full scale" current value in this case, would it be the 400A, or the absolute range of 800A?

The value is absolute range of 800A for 0~3.3V if you need to convert the output to 0~3.3V for using the on-chip ADC. This value will be represented by the maximum ADC input (3.3V) that is hardware dependent and should be based on the current sensing and scaling to the ADC input.
