I have one project for the C28 Core, and one for the M4 Core.
there are definitions that should be the same on both devices.
for example, command definition for the IPC.
I would like to have one source of truth, meaning 1 file that both projects include that has these common definition.
How can I go about doing this?

Yes, you can. Like any Eclipse workspace, you can have multiple projects open at the same time. Drag and drop a file from one project to the other. You will then be asked if you want to Link or Copy. Just Link the file, then editing the file once in Project A will be reflected in Project B automatically. In the example below, I have a single linker file for both my CPU cores. It has a special file icon:
Right click on your project and click Add file to include the header file created
