These are snubber resistors, intended to help improve the stability of the ADC voltage reference by preventing rapid changes to the capacitor voltage.

This is intended to maintain stability of the operation amplifier. Historically this cap used to be even larger, however 4.7u is still a very large capacitive load for the OPA4350 to drive.
