there is a power estimation tool available for F28004x -> https://www.ti.com/tool/C2000-F28004X-POWER-EST-CALC 

Is there something available or planned for F28003x ?

    Hi Gregor,

    Currently there is no plan for releasing a similar tool for F28003x at this time; However, in the device data sheet there is the Power Consumption Summary section and per peripheral currents information which can be used for power estimation.
