We noticed the same issue on the other laptop also.

This version of CCS should support F2837xD and all other C2000 MCUs. When installing CCS, was 'C2000 MCUs' selected such as in the previous screenshot? 

If it wasn't or you're not sure, no problem. You can navigate to Help > Check for Updates and update C2000 device support files. Refer to this guide for more information: Update Overview — Code Composer Studio 20.1.0 Documentation

There seems to potentially be an issue with the device driver. Let's trying to update it by following these steps. The paths are referring to an older CCS, but the steps remain the same: XDS110 Debug Probe
