First, I hope that you realize that this device only has one SCI. Each GPIO pin can have up to four options - I/O and up to three possible peripheral functions. The figure that you attached shows the one SCI TX and RX is multiplexed (pinned out) to two different GPIO locations.

It's a single physical SCI which has two PIE interrupt vectors - one for RX and one for TX. The key words here are "single physical" and not a software "instance". Time-sharing is not very practical, if even possible. This would involve managing a lot of software overhead and code, making it extremely slow.
