Yes, both for low duty cycle like 0% to 1% and high duty cycle like 99% to 100%.

If you are needing 0 and 100%, you have many options, mentioned in the attached E2E in the question.
If you need 1%, 99%, then before updating the CMPx to the corresponding value, DISABLE HR capability.

Does that mean it will not be possible to use HR duty within three EPWMCLK cycles after the period starts unless I tried software froce or evetn force to turn on/off EPWM?

You just cant have HR capability within the restricted ranges. No workaround. if your duty is falling in that range, you can disable the HR and just have standard EPWM resolution in that range.
