I am trying to program the device FRAM. i see in the spec sheet we have debug pins available. 
I see we have Spy-Bi-Wire and JTAG interface to program the device.
Just wanted to confirm which interface can be used to program the device efficiently?
Also i see that TCLK and TDI have same pin 22 assigned. Can it be confirmed if it is correct?
If yes how can the pins be used for JTAG operation?

You can use either Spy-Bi-Wire or JTAG, either 2 or 4 wires. MSP430 Programming with JTAG Interface, document can go over the details for both.
The pin out is correct.
