I noticed that on the datasheet for the MSP430F2416 pins C2 and C3 for the 113-pin ZQW package are listed as having the same function (P6.5/A5/DAC1) in Table 2. Is it correct that these two pins share the same internal connection?

You can try a multimeter. I bet they are internally shorted. After all, the 113ball case ahs 32 pins more than the other cases. But the list of unused/reserved pins lists only 31, so it fits your observation.
I wonder why not more pins are doubled, allowing for easier layout.
I have confirmed that the pins are electrically connected internally and that either can be used for the specified functionality.
