how to connect usb to rs232 converter with msp430g2553 launchpad

It would be eaiser to get a USB -> Serial converter that works off of TTL levels. Then you can connect it directly to the MSP430. The device above needs 12V signal levels.

If you remove the jumpers you have to use the Rx and Tx located on the processor's side of the LaunchPad, not the emulator's side.

The product page for the MSP430G2553 has links to the documenation of the launchpad, which includes the schematic diagram of the board. I would suggest taking a look so that you understand how/where to hook your connections up to.

And I can't stress enough that the device you shown cannot be hooked directly to the launchpad board. That DE-9 connector has RS-232 signal levels (up to +/-12V) and they have to be translated back to LVTTL (+3.3V) levels first.
