I have a customer who wants Prime & Redundant MCF8316A controllers connected to the same low power motor (1 amp max current).

It does look possible by separately controlling the analog level of the Prime or Redundant SPEED input pins to be able to switch control (one is active and the other is sleeping, two are never active at the same time). Are there any issues with having a sleeping set of drivers attached while one is driving?

I'm not sure what you mean by "Prime & redundant". Are you referring to the logic gates? Can you provide more details to help me understand your question?

I checked with my colleague and I think I know what you mean by Prime and redundant. My understanding is that two MCF8316A controllers are connected in parallel to one motor. One controller will be in sleep while the other controller will be driving the motor. In the past I have tried driving a motor which had another controller connected to it but I was unsuccessful. So the short answer is "No" but I would encourage you to try on bench to see if you see any other results.
