There probably is some kind of ESD protection circuit/diode between the two that is creating the dip you are seeing. However I would strongly advise against applying the 3.3V before VDD (there is no VCC on this part) is stable. The absolute maximum of the I2C pins is VDD+0.3V which is 0 when you first apply the 3.3V to the I2C pins. Try applying VDD first and then applying the SDA/SCL voltage.
