MCF8316AEVM: I2C Communication & dead chip

Hi,

I have the eval kit setup such that the micro included on the kit is not connected to the MCF8316A, as I want to use my micro with it. I am scanning the I2C bus it is connected to and cannot find the device at address 0x01 as specified in the data sheet. I also cannot get it to ACK any read or writes. 

Is there any tests I can do to validate the chip is operational at all? When I had all the jumpers plugged in, the chip would still not drive a motor. I've followed the hardware config sections of the eval kits datasheet so I believe hardware wise it is setup correctly. Furthermore, the device shows no fault LED's when attempting to talk to it. 

Here is a picture of the attached micro on the left side of the dev kit. It has white on the corner so I'm unsure if the whole kit came dead.
