Will the DRW8312 function if the motor power voltage is below the logic voltage? I would like to use the DRW8312 for quadcopter bldc motors. I can provide regulated 12 VDC for the logic but the motor power voltage will vary from approx. 14 to 9 VDC.

This should be no issue. You will need to send your regulated 12V to the VDD and GVDD pins (logic regulator and gate drive supply). PVDD can then be anything from 0-52.5V.
