When the power supply is turned off, is there a possibility that the FET of the H-bridge turns on due to the electric charge remaining in the capacitor of the booster circuit?

I'm sorry, I don't understand what you mean by the booster circuit. Can you post a block diagram or schematic so we can better understand your question?

When the power supply is turned off, the FET of the H-bridge won't be turned on due to the electric charge remaining in the capacitor of the booster circuit because there is 1Mohm resistor between VM and VCP to discharge it.
