UCC28631: Stability Issues at turn on with no load.

Slide 10 you might want to look more into the first time VDD reaches VDDon.  There are most likely three gate driver and CS pulses you are not seeing doing to scope resolution.  The device may not be starting up because input under voltage lockout or OVP is falsely being triggered.

I have attached a preliminary application note that discusses the most common issues with PSR fault sensing and how to resolve them.  I believe that this application not should help you to resolve the issues you are seeing with the UCC28631.
