All TI general purpose PWM controllers can support 600-V start-up and higher. The AC/DC PWM controllers with integrated high-voltage start-up have a VIN limit given in the data sheet but general purpose PWM controllers can start-up from any line voltage as long as the start-up resistors between the high-voltage input and VCC are sized correctly.

Thanks for the reply. I was confused with the max VCC rating (30V) specified in the datasheet.
My second question is about setting the non-inverting input pin of the error amplifier externally. Is there any current mode controller with this feature?

UC2825 is one example where we allow access to all three pins of the voltage error amp. However, this is for a double-ended PWM controller.
