If the LM36923 LED driver IC is not using the I2C function and using the default, can SDA SCL not be connected? Or does it need to be grounded for more insurance?

I do not think LM36923 can be used without I2C. The device need to be enabled by writing the chip enable bit high firstly.

Sorry I made a mistake before. The device can work as stand-alone configuration without I2C writes. You could both leave the SCL/SDA float or connecting to GND.
