Hi Hans,
TPS62231-Q1 device has fix output voltage of 1.5V. It is not good idea to use external resistor to change the output voltage as it might cause performance issue. Device already have internal feedback resistor and adding external resistor make device to go out of voltage accuracy that is define in datasheet.
You can use TPS62231-Q1 device that offers 1.8V output voltage.

Hi Hans,
By adding resistor can always change the out put resistor. You can change output voltage by placing one resistor across FB pin and output voltage and you have to take care of more parameters like leakage current, resistor values and so on. From my side, it is possible but please do characterization of device for your application as it is outside TI datasheet recommendation. I don't suggest to use this as you know the disadvantages.
