This design is specifcally made to meet the forced -4-pair UPOE specification. This does not meet IEEE802.3 spec, it is a different specification.
If you want an IEEE802.3 51W compliant design, check out the TPS23730.

TPS2378EVM-602 is compliant to the Cisco UPOE standard. Therefore it requires a UPOE compliant switch.
