We found that the TPS54527DDAR chip consumes too much power, with 12V input and 3.3V output. Even with all 3.3V loads removed, the 12V input has a self-dissipation of 30mA. Remove this power chip, the 12V input is a few uA. Please help explain why this happens.

Even when no current is drawn from the 3.3V output, the IC will continue switching to regulate the output voltage. TPS54527 does not have pulse skipping mode so it draws higher current at the input than other parts which will have pulse skip mode like TPS54528. Both these devices are p2p compatible so you can try the TPS54528 to lower the no load input current consumption.
