TPS3851-Q1: Manual reset input isn't pulled up to VDD

I am creating this post as we have been having issues with the MR manual reset pin on the TPS3851-Q1 (TPS3851G30SQDRBRQ1) in our product. According to the datasheet Table 5-1 this pin is pulled up to VDD internally. However, when I measure the voltage on it, I get 1.18-1.22V. We are using this chip in three different products, and the issue persists across all of them. I have tested this on different instances of the same product as well to rule out assembly issues, ESD damage etc. and the issue persists. Do you have any insight into what may be causing this and how to resolve this issue? The circuit what we are using this IC with is shown below - the only thing MR is connected to is a button.
