If the cell are not connected in that order what could happen?

You need to make sure that the connection order doesn't cause a violation of the abs.max. limits.If any of the VC(n) - VC(n+1) voltages violates the stated limits due to the connection order, then you may damage the gauge.

The part says this:

VCx is good up to 34V but the differential between two vcx is not so does that mean if I connect VC1 and VC2 and then VC5 or any other combination I could have an issue? Also, VC5 is rated very low.
