I like the precision, low drift and low power consumption of REF35 as a voltage reference. Is it possible to use this device as a precision constant current source or reference?

You can use REF35 with 2 opamps to generate a precision current source. Below is the schematic -
Opamp_1 will force the VREF pin to ground potential (0V) and GND pin to -VREF volts. Both Inverting and non inverting teminal of OPAMP_2 will be at 0V.
IL = VREF / RL
One node of load will be at 0V and other node potential will be decided by IL , load and VCC of the opamp. Which is close to ideal current source property.
