Due to maximum resistor value restrictions for automotive design rule (avoid weak short due to water),
I cannot use >100kohm resister.
Can I use <100kohm resistor for FBT(feedback divider top resistor)?

Yes the customer can go lower than the recommended 100kOhm value for top resistor.
The reason why this was recommended was a compromise between a too low of a value that may be loading the output voltage rail and a too high of a value (MOhm) that may introduce noise into the FB. Customer can use a 50kOhm top resistor and whatever bottom resistor is needed to regulate to their intended output voltage.
