TPS65987D: TPS65987D doesn't work with TPS65981

Below are the schematics of the 2 different boards, one is TPS65981 another is TPS65987. Both boards sinks in power from J3 "M18_SW_LOP" net and source out to TYPE-C connector VBUS, or sinks in power from VBUS then source out to J3 "USB_C_POWER", which depends on whether "M18_SW_LOP" power source exists or not. "M18_SW_LOP" is a 18V lithium battery.

I am continuing to replicate this issue. As I previously mentioned, I don't see an issue with the two devices when I use the default configurations from the GUI but I run into some issues when using the project files you sent. I will continue to look into what settings could be causing this. 

As for the schematics, I reviewed the TPS65987 and provided some initial comments in the checklist below. Please let me know if you have any questions here.

I think I may have found the issue here. Currently, in your configuration for the TPS65981, it does not support power role swaps which may be causing issues since you want it to both source and sink for both devices (refer to image below). 

This sort of issue is difficult to debug without some sort of PD log or further information. I understand you do not have a PD analyzer at the moment. Would you be able to capture an oscilloscope trace of VBUS and CC lines?

Also, I have the boards working with the default configurations provided in the GUI, so we know there is no compatibility issue here. Please let me know if supporting all swaps works.
