With an input voltage range of 9-16V and serving a load of 32W by multiple secondary windings, if yes is there a reference design available?

    The UCC28730 can be used as a DC-DC flyback. However, this device was designed assuming much higher voltages so the under-voltage lock-out will prevent it from working in the range you specified above:

    We do have our next-gen PWM controller which has lower standby power which is the UCC28C55. Unfortunately, it is not as low as the UCC28730.

    Here are some reference designs based on various parts which may help you get started.
