TPS25200: About Voltage Clamp and Current Limit

I would like to ask you about the TPS25200.
(Question 1)
If the VOUT voltage is limited by Voltage Clamp, does the limited amount change to heat generation?
If it continues to be clamped, will it cause a thermal shutdown or the like?
For example, if the input voltage variation from the AC adapter is 5V x 110% = 5.5V, it will be clamped for 0.25V since the clamp min is 5.25V.
(Question 2)
Does the current limit function work for momentary currents such as rush current at startup?
