Yes, if the GPIO is set to be controlled by EN1, it will change after EN1 based on the GPIOx_STARTUP_DELAY and GPIOx_SHUTDOWN_DELAY. Similar to the bucks as shown below.

The startup value is set by OTP but can be reconfigured if it is marked as W or R/W as the Type.
