    Hi Roy, 

    You can use the TPS3840PL33DBVR which has a 3.3 V threshold and an adjustable delay time. Per your scope shot specs, you can add a 5.6 uF cap on the CT pin of the IC to achieve a 3-4 s delay. Make sure to also add a ceramic cap with a 1 uF on VDD as a bypass capacitor to ensure that the device can still power up correctly in noisy applications.
