It the maximum additional capacitor that can be added when the device is in PFM/PWM mode.

so I understand right that the maximum capacity near the device must be 4µF.

We have connected a NAND and a microcontroller at the Vout line and both devices have a 10µF capacity in the Vdd line.

Is this too much for the system? Both, NAND and µC are not in near of the TPS82693.

Yes, that's correct.

I don't find any concern if the capacitance of NAND and µC are not near to the device.

When should I take a serial resistor in Vout path?

When the converter has marginal stability or erratic switching frequency, otherwise I can only use the capacity at Vout?
