LM25066A: Datasheet mentions "Pull the SMBA pin low after the input voltage has exceeded its POR threshold.."

I am not able to understand intended meaning of statement "The LM25066 will pull the SMBA pin low after the input voltage has exceeded its POR threshold to indicate that the volatile memory and device settings are in their default state." on page 18 of LM25066A datasheet. Is not it supposed to be a desirable condition  and should not be a fault ? Or it is related to Fault Timer. Could not simulate and check as do not have Spice model of LM25066A.

    During power-up of LM25066, the SMBA# will be low. This is an expected behavior. After every the successful start-up, it is required to send the CLEAR_FAULTS (03h) command.
