This may be due to the load on the charge-pump/driver. The test condition for this datasheet spec is a 10-nF load. If there's a larger load the voltage may be lower.

Whatever instrument you connect to each pin (Oscilloscope probe/DMM probe), will add to the load of the charge pump. Specially if adding it to both pins.
However besides that, the datasheet specs do indicate that it can go as low as 9-V in operation. So 10-V is not out of the ordinary.
